Title: Public Transport for Indian Urban Agglomerations: A Case for Central Role for Surface Rail.

Abstract: The talk evaluates the urban transport policies of the 12th five year plan of the Government of India. Goverment anticipates to spend 2.12 lakh crore Rupees to provide metro rail based public transport for 10 urban agglomerations with 747 kilometers network. Alternatively, with the same investment, it is feasible to provide surface rail based public transport to all the 50 urban agglomerations with 6628 kilometers of rail network. This needs a pradigmatic change in the public transport policy of the country. The author discusses the reasons for the continuation of the existing policy and also emphasises the need for a healthy debate on the policy and how academic institutions can help in advancing the debate.
 
Speaker Bio: Dr M. Ravibabu, Joint Secretary in the Ministry of Railways, is currently on a sabbatical with National Institute of Rural Development, Ministry of Rural Development. He completed his Fellow Program in Management (equivalent to Ph. D) from IIM Ahmedabad on Public Systems with focus on transport sector. He has extensive operational, administrative and consultancy experience in various areas of transport. He has published a book, articles and presented papers on various sectors of transport.
