Title: Managerial Issues based on O.R. Analysis of Public Systems

Abstract:
This presentation draws from two case studies written by the author: {i) Port expansion for an oil major and (ii) Supply chain management for an NGO run school meal programme. The first uses a simulation based modeling software and addresses the question of dealing with increasing capacity of a refinery for which the port is captive. It brings out the context of modeling for variability and trade-offs between investment costs and ship waiting costs. The second describes the different areas for analysis in the supply chain of a socially inclusive programme. Both papers identify managerial and policy issues relevant to public systems, including market orientation, financing, and contracts with right incentives.

Speaker Bio: G Raghuram is Professor, Public Systems Group, Indian Institute of Management, Ahmedabad. He specialises in logistics and supply chain management, and infrastructure and transport systems. He conducts research on the railway, port, shipping, aviation and road sectors. Prof Raghuram was Indian Railways Chair Professor (January 2008 ? August 2010) at IIM Ahmedabad, President of Operational Research Society of India (1999-2000) and is a Fellow of the Operational Research Society of India and Chartered Institute of Logistics and Transport. He has published 4 books, 30 papers in journals, 45 papers in books and conference proceedings and written over 130 case studies.

Prof Raghuram has piloted the design, development and delivery of the one year Post Graduate Programme in Management for Executives (PGPX) at IIM Ahmedabad. He has held many administrative positions including Chairperson of FPM, PGP and PGPX at IIM A, chair of the PGP-ABM Review Committee, and member Faculty Development Evaluation Committee, Committee for Future Directions, and Board of Governors, IIMA. He has been member and chair of many committees connected with the Ministries related to Transportation (including Committee on Railway Restructuring, Indian Railways) and the Planning Commission.

G Raghuram has a BTech degree from IIT Madras; a postgraduate diploma in management from IIM Ahmedabad; and a PhD from Northwestern University.
